Faishal Ibrahim resigns: Colleagues and community leaders react

Associate Professor Muhammad Faishal Ibrahim resigned as Acting Minister-in-Charge of Muslim Affairs, as Member of Parliament (MP) for Marine Parade-Braddell Heights Group Representation Constituency (GRC), and as a member of the People's Action Party (PAP) on Monday (20 July), following what he described as a lapse of judgement in his handling of interactions with a woman who is a member of the public.

Prime Minister Lawrence Wong said the matter came to his office's attention about a month earlier, after it received an email from the woman concerning her interactions with Faishal. Both Faishal and the woman subsequently made allegations of harassment against each other, and the matter was referred to the police.

Following investigation, and in consultation with the Attorney-General's Chambers, authorities assessed that no criminal offence had been committed by either party, and that no criminal action would be taken. PM Wong said a separate question remained as to whether Faishal's conduct had met the standards expected of a political office-holder and MP, and that Faishal had accepted it fell short and tendered his resignation on that basis.

Following the announcement of the news, colleagues across the PAP paid tribute to Faishal's years of service, while confirming arrangements to continue serving Marine Parade-Braddell Heights GRC's Kembangan ward in his absence.

Speaker of Parliament Seah Kian Peng, who is also adviser to the GRC's grassroots organisations, said in a Facebook post that Faishal had been a valuable member of the Marine Parade-Braddell Heights team, contributing significantly in Kembangan and previously in Nee Soon GRC, where he served for 15 years.

Seah, who described Faishal as a friend of over 20 years, said Faishal had asked him to apologise to residents and grassroots leaders. He said the team's immediate priority was ensuring Kembangan residents continued to be looked after, and that he, together with fellow MPs Goh Pei Ming, Tin Pei Ling and Diana Pang, would handle all Meet-the-People sessions, casework and ongoing community initiatives in Kembangan.

Speaking to reporters on 20 July at what would have been Faishal's own scheduled Meet-the-People session, Seah said the remaining MPs would continue supporting elderly and vulnerable residents and community cohesion efforts in Kembangan, in addition to their own divisions.

Education Minister and PAP chairman Desmond Lee, addressing the media, said maintaining high standards of integrity and conduct was fundamental to the party. He thanked Faishal for his years of dedication, service and sacrifice, and confirmed there would be no by-election following the resignation.

Lee said the key consideration was whether residents' needs continued to be adequately met. He said the GRC's four remaining MPs would step up and put in extra effort to look after Kembangan residents, and that further arrangements would be made in due course to strengthen the team.

Tin Pei Ling said in a separate post that Faishal had been a responsible and supportive teammate with a good heart for the people. She said the team's immediate priority was to continue supporting Kembangan residents while maintaining care for their own divisions.

Goh Pei Ming said Faishal had connected well with Kembangan residents and cared deeply about the Malay-Muslim community, working tirelessly while carrying a smile. He said the team understood Faishal had made a lapse in judgement and respected his decision to take responsibility. Diana Pang did not post independently, sharing Goh's statement instead.

Tributes from beyond the constituency

Former president Halimah Yacob, who represented Faishal as his MP for many years before her own resignation from Marsiling-Yew Tee GRC in 2017, said she had known him as humble, friendly and hardworking. She said he had worked hard over the past year to engage the Malay-Muslim community as Acting Minister-in-Charge of Muslim Affairs, citing feedback she had received from community leaders.

Masagos Zulkifli, who preceded Faishal as Minister-in-Charge of Muslim Affairs, said they had worked together for years on strengthening families, lowering recidivism and empowering youth. He said he was saddened by the resignation and asked Singaporeans to support incoming Acting Minister Zaqy Mohamad.

Hamid Razak, MP for West Coast–Jurong West GRC, said he had worked closely with Faishal on Indian Muslim community engagement over the past year and had seen his sincerity and quiet leadership firsthand. He welcomed Zaqy's appointment and offered his support.

Dr Wan Rizal, MP for Jalan Besar GRC, said Faishal's decision to take full responsibility and step down was the honourable thing to do, and that his contributions over nearly two decades in public office would not disappear. He urged support for Zaqy, citing his ten years with Mendaki.

Baey Yam Keng, who entered politics alongside Faishal in 2006, described two decades of friendship, recalling Faishal's humility and guidance, including on serving the Malay-Muslim community, and his quiet support for Baey's campaign in Tampines during the 2025 general election.

Charlene Chen said Faishal's resignation was a surprise and a regrettable development, while acknowledging his years of service. She said he had offered thoughtful advice and encouragement to her as a new MP, and had supported her team's campaign in Tampines during the general election.
